Midlothian Council selects IBS OPENSystems as new software provider

IBS OPENSystems has signed a contract with Midlothian Council to replace its revenues and benefits software.

The contract includes the adoption of a suite of IBS OPEN products, including OPENRevenues for Council Tax and Benefits, OPENExec performance management tool, OPENVision front-office contact centre solution, OPENAccess customer portal and OPENQuery ad-hoc reporting tool. Midlothian Council is also considering the subsequent implementation of OPENMobile visit management system and possible implementation of OPENRevenues for NDR including Business Improvement Districts. The new system is set to go live in October 2009 for 80 users.

Hillary Kelly, Head of Revenues and Housing Management, Midlothian Council, said that ease of use and efficiency benefits were important to their choice of system:

“There were a number of factors around us choosing IBS OPENSystems. First and foremost, during demonstration in the procurement phase, staff found the system easy to navigate and straightforward to use. With IBS, we are also offered a fully integrated system for revenues and benefits and we are particularly impressed with IBS OPENExec for its reporting capability, which will ensure that management of statistical data is kept at an optimum level in future.”

Help for Local Authorities with cash in Icelandic banks

Local Government Minister John Healey has announced regulations before Parliament that enable Local Authorities to postpone any possible budgetary impact of the Icelandic bank crisis until 2010-11.


The Government has acted to protect the public from potential service cuts, or council tax increases that could result from any local authority investments in Icelandic banks. Meanwhile efforts continue to recover the money.

New Central Beds Unitary Authority Selects OPENRevenues

IBS OPENSystems has signed a contract with Central Bedfordshire, a newly formed unitary authority which begins public service in April 2009.

The contract, includes a complete Revenues and Benefits solution including IBS’ own Document Management and Workflow product together with a comprehensive citizen self service portal. This will be used across Central Bedfordshire Council, an amalgamation of Mid-Beds District Council, South Beds District Council and part of Bedfordshire County Council. Go-live is planned for Autumn 2009 to support 130 users.

Clive Jones, Head of Service for Business Transformation and Customer Services, Central Bedfordshire Council, said the potential efficiency savings and inegrated nature of the workflow system were key to the partnership:

“IBS OPENSystems’ roadmap for the future is aligned well to that of Central Bedfordshire Council. We were impressed with their integrated workflow system, which allows users the opportunity to view a variety of customer details in one view.

Also, we were very keen to speed up the time in which it took for the council to process claims. With IBS we expect to see a radical reduction from 21 towards 10 days.”
